For a newcomer, however, the real difficulty isn’t finding a scooter: it’s knowing whether the vehicle, the driver, and the insurance are all in order.

1. Renting or buying: which solution to choose?

In 2026, local offers found online start at around USD 7 to 10 per day for some basic models or certain trips, while a newer or more powerful scooter can reach approximately USD 25 per day. International platforms often show higher averages, particularly in Luang Prabang. Monthly rentals should be quoted separately; multiplying the daily price by thirty is generally not the correct method.

• Vientiane: wide choice, attractive monthly rate for expatriates and employees.
• Luang Prabang: high tourist demand and prices vary depending on the season.
• Pakse: a frequent starting point for the Bolaven Plateau.

Before paying a deposit, it is therefore necessary to confirm the required documents with the public works and transportation department of the capital or province.

• a sales certificate;
• proof of address and identity of the buyer and seller;

This technical distinction is important because not all vehicles sold as “electric” necessarily fall into the same category.

On the market, some sellers advertise small urban models as requiring neither a licence plate, nor a permit, nor insurance. This practice exists, but it does not in itself constitute legal proof.

There may be a difference between a true electric bicycle, a slow moped, and an electric motorcycle controlled solely by a throttle. However, until applicable legislation or written confirmation from the relevant authority clearly classifies the model, it is unwise to assume it can be legally driven without registration.

In Laos, they drive on the right. Helmets are mandatory for both the driver and passenger. The WHO road safety profile indicates a national urban speed limit of 40 km/h, a rural speed limit of 90 km/h, and a general blood alcohol concentration (BAC) limit of 0.05 g/dL. Local traffic signs have priority.

• Avoid driving at night, especially outside of towns: limited lighting, animals, potholes and poorly visible vehicles.
• Slow down considerably in the rain; dust, oil, and painted strips become slippery.
