The Mekong River Commission (MRC) is the intergovernmental organisation created by the 1995 Mekong Agreement, signed on 5 April 1995 by Cambodia, Laos, Thailand and Vietnam. Its mandate covers the joint, sustainable management of the Lower Mekong Basin — irrigation, hydropower, navigation, fisheries and, crucially for this article, flood management. China and Myanmar, the two upstream countries, are not members but have been official Dialogue Partners of the MRC since 1996.

The MRC Secretariat — its technical and administrative arm, with over 120 scientists and specialists — is headquartered in Vientiane, on the banks of the very river it monitors. To be precise: hosting the MRC headquarters does not give Vientiane any legal protection or priority. 3. How is Vientiane physically protected from Mekong floods?

Forecasts warn; concrete protects. Vientiane’s relative safety rests on a chain of infrastructure projects, each financed and engineered with a different Asian partner — a very concrete illustration of how the whole region has mobilised around the Mekong.

The centrepiece is the Mekong River Integrated Management Project along the capital’s riverfront. Phase I, completed in 2014, protected the stretch from Kaoliew village to the Km3 area. Phase II extended the defence 9.34 kilometres downstream, from Km3 in Sisattanak district to Haddokkeo village in Hadxaifong district, combining a reinforced embankment with a riverside park and a new access road. It was financed by a USD 57.6 million concessional loan from Korea’s Economic Development Cooperation Fund (EDCF), operated by the Export-Import Bank of Korea, plus USD 9.9 million from the Lao government.

Korean contractor Dongbu Construction announced completion of the works on 8 July 2026 — 9.3 km of embankment and revetment, a riverside park, a 4.4 km riverside road and a new pedestrian path, delivered after 55 months of construction.

📋 The September 2024 stress test

The system has already been tested. In mid-September 2024, after Super Typhoon Yagi drenched northern Laos, the MRC warned that the Mekong at Vientiane would exceed its 12.50-metre flood stage; the river peaked above 13 metres on 15 September 2024, a level comparable to the historic floods of 1966 and 2008. Sandbags went up, emergency teams deployed — and while Luang Prabang’s riverfront and much of Luang Namtha flooded, central Vientiane came through without major inundation. That is the observed track record, not a guarantee: the embankment raised the city’s defence, and residents’ vigilance did the rest.

4. Are China’s dams and Asian technology actually reducing floods downstream?

No honest answer to this question is one-sided, so here are both halves of it.

On the cooperation side, the progress is real and datable. China has shared flood-season data from its Lancang (upper Mekong) stations with the MRC since a first memorandum in 2002, and since October 2020 it provides year-round hydrological data from two monitoring stations in Yunnan province, instead of wet-season-only.

Through the Lancang-Mekong Cooperation mechanism — the six-country framework linking China, Myanmar, Laos, Thailand, Cambodia and Vietnam — Beijing issued its first five early-warning releases on the Lancang-Mekong water information sharing platform in 2025, and a project is under way to upgrade data transmission at 24 key hydrological stations across the basin. During Typhoon Yagi in September 2024, China reported regulating its cascade reservoirs to hold back water while the lower basin was saturated.

In technical terms — telemetry, dam engineering, forecasting models — Chinese, Japanese and Korean expertise has measurably raised the region’s game, and the six countries have agreed in principle to sign a basin-wide hydrological information-sharing memorandum.

On the critical side, independent observers such as the Stimson Center’s Mekong Dam Monitor and the Stockholm Environment Institute note that the roughly a dozen large dams on the Lancang alter the river’s natural pulse in both directions: they can shave flood peaks, but they also hold back water and sediment, which has aggravated some dry-season droughts and affects fisheries downstream.
