Casinos in Laos: Where Are They, Who Can Enter and What Are Asia’s Rules?

Casinos in Laos are concentrated around border crossings, the Mekong and special economic zones. The main locations covered here are Vientiane–Thanaleng, Nam Ngum Lake, Savannakhet, Thakhek and Bokeo.

Their operating model differs from Macao’s six-concession system and from the national rules elsewhere in Southeast Asia. This guide explains where the venues are, what visitors need to check and why permission to operate does not mean unrestricted admission.

  • Laos: casinos operate under specific authorisations or concessions. Publicly documented venues do not amount to an independently audited national licence register.
  • Visitors: check lawful entry to the country, accepted identification, the venue’s age limit and any exclusions. Do not assume Lao citizens have the same access as foreign visitors.

Are casinos legal in Laos?

Some casinos operate within an authorised concession or investment framework. Unauthorised gambling is a separate matter. In an enforcement report published on 3 April 2020, Vientiane Times cited Article 141 of the Lao Penal Code in action against illegal lotteries, slot-machine outlets and online gambling shops. The report provides historical context for enforcement.

For a visitor, three questions matter: is the operator authorised, may this particular person enter, and is the activity offered permitted? An open door, hotel booking page or accessible app answers none of those questions on its own.

  • Operator: concession or investment agreement, tax obligations and gaming controls.
  • Customer: accepted identity document, minimum age, admission restrictions and internal checks.
  • Online activity: a foreign website or messaging agent is not covered automatically by a physical casino’s authorisation.

CHECK THE ENTRY RULES

The public sources reviewed do not establish a single national visitor age limit that can safely be applied to every Lao casino. Confirm the rules with the establishment. Lao citizens should seek documented confirmation of eligibility rather than relying on informal assurances.

Why Laos’s casinos cluster near borders

The geography follows regional movement. Vientiane connects with Nong Khai, Savannakhet with Mukdahan and Thakhek with Nakhon Phanom. Bokeo sits near Thailand and Myanmar, with wider connections to China. Nam Ngum adds a resort destination outside the capital.

Border bridges support short international trips. Special economic zones combine investment projects, hotels, commerce and infrastructure. Resorts can add restaurants, golf and other leisure facilities to the casino itself.

Publicly documented casinos in Laos

This directory covers six publicly documented venues. Operator pages, public reporting and research establish their existence or advertised activity. They do not independently verify current licences, opening hours or admission on the day of a visit. No comprehensive national public register was established during this review.

ST Vegas Hotel & Casino: Vientiane–Thanaleng

Location: Thadeua Road, Dongphosy Village, Hadxayfong District, Vientiane Capital, near the First Lao–Thai Friendship Bridge.

Public status: the operator website presents an operating hotel and casino. It advertises more than 500 slot machines and over 50 live gaming tables; these are operator claims and can change.

For visitors looking for a casino in Vientiane, ST Vegas is an option south of the city centre. Confirm opening hours, admission documents, minimum age, any shuttle and your return transport. The website gives inconsistent proximity descriptions, so use the actual address rather than a claimed walking time.

Dansavanh Nam Ngum Resort & Casino

Location: Nam Ngum Lake, Vientiane Province. The operator places the resort about 70 kilometres from Vientiane city.

Public status: the resort website advertises a casino alongside accommodation, restaurants and golf. This is a trip outside the capital rather than a city-centre venue. Confirm the road journey, booking arrangements and casino entry conditions before departure.

Savan Resorts: Savannakhet–Mukdahan

Location: Nongdeune Village, Kaysone Phomvihane, Savannakhet Province.

Public status: the operator website advertises casino gaming, rooms and dining. Earlier names associated with the property include Savan Vegas and Savan Legend.

Its location reflects cross-border tourism between Savannakhet and Mukdahan. If arriving from Thailand, check immigration procedures and the return crossing separately from any hotel or casino transfer.

Savan Resorts Thakhek Club

Location: Thakhek, Khammouane Province, on the corridor towards Nakhon Phanom in Thailand.

Public status: the group’s official page remains available. It describes the club as about 15 minutes from the Third Lao–Thai Friendship Bridge. Treat that as an operator estimate, not a guaranteed transfer time. Confirm the exact meeting point, current activity, opening hours and route back.

Bokeo and the Golden Triangle Special Economic Zone

In Ton Pheung District, Bokeo Province, the Golden Triangle Special Economic Zone occupies a commercial and resort area on the Mekong. Its documented casinos include Kings Romans and Alluxi at Kapok Star Hotel. This area needs a separate assessment of travel conditions and financial restrictions.

Kings Romans: location and sanctions context

Kings Romans is a long-established landmark of the zone, also described as Blue Shield Casino in some accounts. In January 2018, the U.S. Treasury sanctioned the Zhao Wei network and associated entities, alleging transnational criminal activity linked to the casino.

Those allegations and restrictions must be attributed to the authority that issued them. They are not a basis for accusing every visitor, employee or business in the surrounding area. Check the current sanctions position and your bank’s requirements before any transaction; a historical press release is not a live sanctions clearance.

⚠️ BEFORE TRAVELLING TO BOKEO

The UK’s travel advice calls for extreme caution near the Myanmar and Thai borders and around the Golden Triangle Special Economic Zone. It cites employment scams, trafficking and security incidents. Check your own country’s current advice, follow local instructions and be ready to reconsider the journey.

  • Keep control of your documents: retain your passport, phone and independent means of return.
  • Verify intermediaries: avoid uncheckable employment offers, money transfers and exchange services.
  • Check financial restrictions: nationality, place of residence, the entities involved and your bank may all matter.

Alluxi Casino at Kapok Star Hotel

Location: the Kapok Star Hotel area, Golden Triangle Special Economic Zone, Ton Pheung District, Bokeo.

Public status: specialist poker reporting documents Alluxi, its Athena Club and events at Kapok Star Hotel in 2025. Reports describe roughly 3,000 square metres of gaming space, tables, electronic machines and poker activity. These are published venue descriptions, not a fresh inspection.

Current admission details could not be confirmed from the operator website. Current opening, age limits, accepted passports and event schedules therefore need direct confirmation. The Bokeo travel precautions above also apply to this location.

KEEP THE DISTINCTIONS CLEAR

An authorised casino, a hotel and an online scam compound are different things. Reports of crime in a border area require careful attribution. Neither a casino label nor a polished website proves that an operator or intermediary is safe.

Closed, historical and unconfirmed casino references

Royal Jinlun / Golden Boten City

Location: Boten, Luang Namtha Province. Boten’s casino phase ended with the 2011 shutdown. Its later development focuses on railway connections, logistics, trade and urban construction. Historic casino listings therefore do not describe a verified current operation.

Lao Bao Slot Club and historical Savannakhet assets

These names appear in older records and disputes. This review does not establish a current visitor operation, so they are not presented as places to visit.

Champa Diamond / Pakse

Isolated commercial references do not provide sufficiently reliable current evidence of an operating casino. Its status remains unconfirmed.

New projects in Thakhek, Bokeo and other zones

An announced investment is not an opening. Before adding a venue, establish the operator, exact address and actual activity. An old booking page or map pin is insufficient.

Who can enter a casino in Laos?

The reviewed visitor information does not identify a standard separate tourist “casino permit”. That does not create an automatic right of entry. Immigration permission, eligibility and the establishment’s admission rules remain separate checks.

  • Lawful stay: check the visa or visa exemption for your nationality and the crossing you will use.
  • Passport or ID: ask which original documents are accepted and when identity checks are required.
  • Minimum age: confirm with the venue; do not copy Macao’s rule into a Laos entry guide.
  • Lao citizenship: the border-casino model principally targets foreigners and local access is generally restricted. Any exception needs reliable confirmation.

Online gambling, apps and messaging agents

An app working on a phone in Laos is not proof of legal authorisation. The authorities have acted against unauthorised online gambling and clandestine outlets. Avoid agents who cannot demonstrate a verifiable licence, unexplained transfers to personal accounts and cryptocurrency payments to unknown recipients.

Operator taxation is a separate issue

VDB Loi’s July 2026 analysis reports that the new Lao Income Tax Law took effect on 1 July 2026 and raised the corporate income tax rate for casino businesses from 20% to 30%. This concerns businesses, not a customer’s permission to enter. Any project-specific tax arrangement requires professional verification.

Responsible gambling: set three limits

Decide your spending limit, time limit and departure time before entering. Treat the entire gambling budget as money you could lose. Stop when any limit is reached.

  • Do not borrow: never pledge a passport, vehicle, property or salary to continue playing.
  • Keep a clear head: avoid alcohol when making financial decisions and arrange independent transport.
  • Watch for warning signs: chasing losses, hiding spending, repeated budget overruns, debt and disrupted sleep or work.

Macao: a distinct casino system within China

Macao is a Special Administrative Region of China with its own legal framework for gaming. Commercial casinos operate there under concessions; mainland China does not have the same legal casino market. Hong Kong also has no equivalent casino system, although certain horse-racing bets, football bets and lotteries are authorised.

Since 1 January 2023, Macao’s casino market has operated through six concessionaires. The concession period runs to the end of 2032. The Gaming Inspection and Coordination Bureau, known as DICJ, publishes the contracts and casino directory.

Who can enter a Macao casino?

  • Age: 21 or over to enter and gamble.
  • Identity: carry valid official identification; further checks may apply to financial transactions.

Vietnam

Casinos are permitted in licensed projects. Foreign visitors may enter eligible venues under their rules. Resolution 8/2025/NQ-CP allows qualifying Vietnamese nationals at Phu Quoc and a five-year pilot at Ho Tram from 26 November 2025. Van Don’s pilot starts only when that project receives its casino business licence; the resolution itself does not prove the casino is open. Singapore

Malaysia

A restricted licensed casino market centred on Resorts World Genting. Gaming-related membership is for people aged 21 or over and excludes Malaysian Muslims, according to the operator’s published conditions. Timor-Leste
